When a young Mongolian shepherd faces the loss of his herd from a plague and the government insists he abandon his sheep, he moves to a mining town where he meets a beautiful coal thief. Soon, the shepherd learns that the plague was a ruse designed to eradicate the nomadic lifestyle, and he launches a revolution with the help of his newly discovered shamanic abilities.
