When a series of cargo ships are hijacked and pillaged off the coast of the Hebrides, British treasury agent Philip Calvert (Anthony Hopkins) heads to the region posing as a marine biologist. His probing brings him into conflict with scared and suspicious locals, as well as a Cypriot shipping tycoon (Jack Hawkins) who knows more than he's telling.
